make the site less laggy when scrolling
Implemented a homepage-scoped scrolling performance upgrade without changing navigation or poll behavior. Removed costly page-wide and sticky backdrop blurs, eliminated a filtered viewport decoration, enabled offscreen rendering containment, paused the marquee during active scrolling, and cache-busted updated assets.
